Project: Evaluating Progress of the Special Purpose Vehicles in the Business Process

The Western Cape Department of Economic Development and Tourism (DEDAT) have established Special Purpose Vehicles (SPVs) through its Micro-Economic Development Strategy (MEDS). These SPVs are a form of Private-Public Partnerships (PPPS) that have been developed to grow niche sectors within the Western Cape economy. Furthermore they are the institutional mechanism that enables DEDAT to assist sectors to meet specific industry needs and achieve firm competitiveness, and provide assistance to businesses in order to facilitate cooperation with each other. Creative Consulting and Development Works (CC&DW) were commissioned to undertake an evaluation of 2 SPVs, Cape IT Initiative (CITi) and Business Process enabling South Africa (BPeSA). The main aim of the evaluation is to generate knowledge such that necessary improvements pertaining to the processes and systems of each respective projects can be made.

Project Deliverables:

-Conducted an evaluation of the progress made by the two SPVs in meeting departmental goals and objectives, with specific regard to achieving the Provincial Strategic Objective One (PSO1) objectives.

 

Our Approach:

The evaluation involved two data collection methods, using both qualitative and quantitative data capturing techniques, face to face interviews with key informants using a modular questionnaire and focus groups were employed, as well as two structured survey questionnaires were issued to CITi and BPeSA’s databases respectively.

Value:

The findings and recommendations provided the client with tremendous insight, showing that the SPV model expressed as a sector body is an effective Public-Private-Partnership (PPP) to mediate public and private interests and galvanise joint activity to increase sector competitiveness in the off-shore voice BPO market as well. It was found that as long as  a number of jobs and investment are the key measures of success, Western Cape will continue to gear its activities to serving the large off-shore firms providing the lions’ share of jobs year on year.

CC&DW made recommendations to the client, based on the findings,these were presented to the Western Cape Department of Economic Development and Tourism  .
