The Expanded Public Works Programme was launched in 2006, by the Department of Transport and Public Works. The primary outcome of this programme is job creation; where participants and/or learners are given the opportunity to attain occupational skills, both practical and theoretical, which will better enable them to access a sustainable economic opportunity on completion of the programme. The intention of this research, therefore, was to provide an overview of the EPWP in the Western Cape and offer recommendations for the way forward with a particular focus on the infrastructure sector and drawing lessons from international and provincial case studies.

Project Deliverables:

Conduct desktop research to develop an understanding of EPWP in South Africa and in developed, developing, as well as African countries.

–          An overview of the EPWP Phase I and II in South Africa to provide context

–          Identify local, African and international best practice case studies of EPWP (identifying what has worked and what has failed; draw out lessons for the EPWP in the Western Cape)

–          Make recommendations as to the future direction of the EPWP in the Western Cape and how it should be structured in the future.

 

Our Approach:

A desktop review, including:

 

–          An overview of EPWP Phase I and II in South Africa

–          Three  case studies of EPWP in South Africa – KZN, Limpopo and Gauteng provinces

–          Two  case studies of EPWP in developed countries – the  USA and the UK

–          Two  case studies of EPWP in developing countries – Argentina and  India

–          An overview of EPWP across an African country  – Senegal

–          An overview of EPWP in the Western Cape

–          Offer training in skills that are relevant and also on demand in the province to ensure sustainability of work after participating in projects

–          Prolong training periods to allow for meaningful skills transfer

–          Offer additional training in skills that enhance employability.

–          Provide a supportive environment

–          Form public private partnerships (PPPs) to help with the implementation of projects to overcome capacity skills deficits.

–          Engage the services of experts to monitor and implement programmes

–          Identify local infrastructure in need of rehabilitation or improvement together with the local community and other government departments and partners

–          Create ‘forums’ – bodies of dialogue between the government and the private sector to allow for the sustenance of a healthy working relationship and sharing of ideas
