Project: Orphans and Vulnerable Children (OVC)

Client: Networking HIV and AIDS Community of South Africa (NACOSA)

 NACOSA and the National Religious Association for Social Development (NRASD) implemented a national OVC programme that aimed to; strengthen and implement OVC policy and programmes, and strengthen human resources and institutional capacity for co-ordination, management and implementation of HIV and AIDS programmes between 2010-2013. The evaluation focus was non-governmental organisations (NGOs), community-based organisations (CBOs) and faith-based organisations (FBOs) that were awarded funding to provide nutritional support, material support and psycho-social support (PSS) to OVCs in their communities.

Project Deliverables:

Conducted an evaluation that focused on; assessing and identifying the quality of services to OVCs, assessing whether OVC services are implemented according to relevant policies and guidelines, and highlighting strengths and gaps in service delivery.

Our Approach: Conducted a mixed-method evaluation that was tailored to assess project relevance, effectiveness, efficiency, impact and sustainability through a methodological framework that included a desktop review, the development and piloting of a Rapid Services Quality Assessment (RSQA) tool, key informant interviews and file reviews.

Value: The findings and recommendations provided NACOSA and NRASD with tremendous insight into the extent and value of the; capacity building activities undertaken by NACOSA and NRASD with OVC carers and OVC managers, services delivered by NGOs and CBOs to OVCs, the opportunities provided by the grant. Finally the evaluation concluded with higher level findings and recommendations with regard to the management of the grant as well as the future use of the RSQA tool.
