Project: Monitoring and Evaluation Plan for Capacity Building in Financial Management in the Public Sector

The National Treasury (NT) has a legal mandate to promote and enforce transparency in the effective management of revenue, expenditure, assets and liabilities for departments governed by the Public Financial Management Act (Act 1 of 1999) (PFMA). NT has developed a Capacity Development Strategy (CDS) for financial management, internal audit and enterprise risk management focusing predominantly on national and provincial spheres of government. The strategy aims to develop and enhance capacity thereby enabling good financial management within the public sector and resulting in improved service delivery through efficient and effective resource allocation and use. The NT therefore commissioned the development of a Monitoring and Evaluation (M&E) Framework and Tool to monitor the effectiveness of the above CDS as it is being implemented. Creative Consulting and Development Works (CC & DW) was contracted to undertake this project.

Project Deliverables:

–          The development of a M&E Framework that will be incorporated into the CDS

–          Analysis of data indicating the performance (effectiveness and efficiency) of the CDS

–          The documentation of methodology

–          Short, medium and long-term remedial solutions is provided by the Monitoring and Evaluation framework

–          The Framework is based on the following four areas mentioned above.

–          Identification of indicators to be used in M&E Framework

–          Identification of new tools that would aid in monitoring the CDS

–          Identification of current tools and their efficiency in monitoring the CDS

–          The Development of a comprehensive tool to Monitor and Evaluate the CDS

–          The Conduction of a baseline study to PFM

Our Approach:

The projected has been undertaken in 4 phases, namely:  phase 1 the inception phase (Literature and document review, workshops, obtaining data-sources and data-sets, key stakeholder consultations) phase 2 the pilot phase, phase 3 the baseline phase, and phase 4 the analysis, reporting and client handover phase.

Value: The client was specifically interested in the findings revealed from the North West baseline study, and recommendations were made relating to the continued functionality and sustainability of the tool.  The limitations of the project and key learnings per phase were made to the client.  The possibility exists for CC&DW to provide further support to the Office of the Accountant General (OAG) in the form of technical support in implementing the tool.
