Project: Evaluation of Museums of the Department of Cultural Affairs and Sport

Client: Department of Cultural Affairs and Sport
Duration: March – May 2010

The Sub-Directorate: Museum Service of DCAS provides professional and technical assistance to 28 affiliated museums in the Western Cape.

Project Name:   Evaluation of Museums of the Department of Cultural Affairs and Sport

Client: Department of Cultural Affairs and Sport

Project Duration: March – May 2010

Sector:  Tourism, Government

Service provided: Evaluation

Project Deliverables:

–          Evaluation of Museums of the Department of Cultural Affairs and Sport (DCAS)

–          The purpose of the evaluation was to assist DCAS with developing effective and efficient delivery with respect to education, public and exhibition programmes.

–          To establish, upgrade and maintain museum infrastructure

–          To facilitate access to museum facilities and programmes

–          To achieve international standards in collections care and management

–          To transform museum content and museum exhibitions

–          To entrench quality education services for schools and provide lifelong learning for all

–          To ensure service excellence at museums in the major centres

Our Approach:

The evaluation took the form of interviews with key informants, such as museum managers and education officers, teachers and beneficiaries of services offered by the museums. In addition, consultative workshops were held in 4 regions.  The purpose was to present the findings and obtain further feedback from museums that were not part of the sample.

Value:

–          The evaluation found museum managers who are keen to turn the museums into attractions that people want to visit. We found interesting approaches adopted by some museums to make their services effective.

–          Most museums indicated that their learners were from demographically diverse backgrounds

–          There is lack of transformation in terms of museum content which has implications for education and public programmes as well as developing new audiences and contributing to DCAS’ goal of fostering social cohesion and nation-building.

–          The museums are characterised by a lack of participatory, interactive exhibits (the modern approach). The exhibition methodology at most museums is to use photographs with text in combination with the display of objects.
