In January 2016, Creative Consulting & Development Works (CC&DW) was appointed by the Office of the Consumer Protector (OCP) to conduct an outcomes evaluation study of the OCP, which covers two programmes and a sub-programme. The two programmes are the 1) Consumer Education and Awareness (CEA) programme, with the Financial Literacy (FL) project as a sub-programme within the CEA programme, and 2) the Consumer Complaints Management (CCM) programme. The evaluation sought to achieve two objectives.

Our Approach:

The evaluation followed a mixed-methods approach, which combined the collection of quantitative and qualitative primary data through telephonic interviews. The sample size achieved was 1113 participants that were selected from an existing OCP 2015 beneficiary database. The sample was stratified according to the six municipal districts of the Western Cape, namely the Cape Metro, Cape Winelands, Overberg, Eden district, West Coast and the Central Karoo.

Value:

The evaluation provided the OCP with a revised logic model that can inform the basis of their monitoring and evaluation framework. The evaluation report presented a number of recommendations to be implemented to enhance the performance of the OCP. Additionally the OCP stated that future evaluations will be conducted internally, thus the evaluation report provided recommendations for future internal evaluations as well.
